The County of Hawai‘i has received a $6.862 million grant from the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant - Mitigation (CDBG-MIT) program.
Funds must support projects identified as a Hazard Mitigation Action in the County’s 2020 Multi-Hazard Mitigation Plan. Eligible mitigation activities are defined as projects that increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by lessening the impact of future disasters.

To receive the HUD funding, the County was required to develop an Action Plan which outlined the strategy for utilizing these limited funds to implement strategic hazard mitigation activities. The graphic displayed below shows projects identified within the Action Plan to received CDBG-DR funding.
Action Plan Development and Public Input
Action Plan Pre-Release Public Meeting
A pre-release virtual public meeting was held Oct. 19, 2021 to discuss the CDBG-MIT program, the relevance of the County’s Multi-Hazard Mitigation Plan (MHMP) and potential actions from the MHMP to be pursued with the MIT funding, and to receive input on the proposed approach for project selection.
Action Plan Publication
A draft Initial Action Plan was published and made available for public review and comment from Oct. 25 – Dec. 8, 2021
Action Plan Post-Release Public Meeting
A post-release public meeting was held virtually via Zoom on Nov. 16, 2021 to receive public input on the draft initial Action Plan prior to its submission to HUD. To comply with HUD requirements, the draft Initial Action Plan will describe the County’s strategy for utilizing limited CDBG-MIT funds to implement strategic hazard mitigation activities.
Final Action Plan
Primary edits made to the Initial Action Plan, and included in the Final Action Plan submitted to and accepted by HUD, include the following:
- Puna Radio Communications Project removed from budget. This is now being supported by FEMA Public Assistance funds. The $1.4 million of CDBG-MIT will instead be used for the Kea’au Armory Improvements Project (emergency sheltering).” See Section 6.2.4b, pg. 49.
- Activity Delivery Costs (ADCs) have been incorporated into each Project in the Budget as opposed to presented as a separate line item, per HUD request. See CDBG-MIT Budget Summary, pg. 42.
- Budget timeline has been shifted to accommodate for a later start date based on projected HUD approvals. See pg. 42 and Appendix F, pg. 93.

For information on procurement and doing business with the County:
- Public Purchase - The Purchasing Division uses the electronic bidding and vendor management software, Public Purchase, to post and receive bid and quote documents electronically. Public Purchase is an easy-to-use web-based e-procurement service for on-line bidding and vendor management used by many government organizations. There is no cost for vendors to use the system to receive and submit bids for the County of Hawaii.
