County of Hawaii Street Design Manual 

INTRODUCTION

Complete streets are designed and operated to enable safe use and support mobility for all users. Those include people of all ages and abilities, regardless of whether they are travelling as drivers, pedestrians, bicyclists, or public transportation riders. The concept of complete streets encompasses many approaches to planning, designing, and operating roadways and rights of way with all users in mind to make the transportation network safer and more efficient. The complete streets philosophy is supported by many interest groups, including public health agencies, transportation practitioners, bicycling and walking advocates, economic development organizations and others.

The County of Hawai‘i (COH or the County) is undertaking the development of a complete streets program to help meet the requirements of complete streets policy directives established in recent years. This follows a nationwide movement to revise outdated roadway design standards and policies that primarily focused on fast and efficient movement of automobiles.

This County of Hawai‘i Street Design Manual (“Manual”) is one of the Program Documents being prepared as part of the establishment of this Program. The other Complete Streets Program Documents include recommendations for code changes and policy updates to documents such as the General Plan, Subdivision Ordinance, and Community Development Plans, as well as implementation recommendations to identify best practices and potential funding opportunities. Collectively, the Program Documents are intended to provide standards, policy, and procedures that can be implemented consistently throughout COH planning and roadway design projects.

Downtown Hilo Multimodal Plan

Introduction

This document represents a collection of ideas and solutions generated through a three year context sensitive solutions process of study and collaboration. Hundreds of Hilo residents, organizations, and agencies participated in discussions and events to come up with the concepts presented herein, with the collective goal of making Downtown Hilo a more vibrant, walkable and bike friendly community for people of all ages and abilities. The Plan identifies projects and solutions that honor the past while enhancing the qualities that make Downtown Hilo special – its historic character, proximity to the Bayfront, and world renowned destinations.

The recommendations included in the Plan can serve as guidelines to help the County identify and support projects that are important to the community, while remaining flexible, opportunistic, and adaptable to future conditions and feasibility. Like this Plan’s development, implementation should be a collaborative and iterative process involving many partners. Implementing agencies will include the County’s Department of Public Works, Planning Department, Parks and Recreation, Mass Transit Agency, and State Department of Transportation, all of whom were instrumental in developing this Plan. These agencies will continue to work together to refine the DHMMP’s conceptual recommendations through further study and design.

Plan Development

In 2005, the County Council adopted the EnVision Downtown Hilo 2025: A Community-Based Vision and Living Action Plan (EDH 2025). The EDH 2025 Plan serves as a guide for planning in Downtown Hilo and establishes the strategies and actions for creating an environment that is sustainable, livable and attractive to its residents, workers, and visitors. Action 6.1 of the EDH 2025 Plan calls for the “development of a master plan to include traffic circulation, parking, and pedestrian streetscape.” The Downtown Hilo Multimodal Master Plan is part of a larger County-wide effort to incorporate Complete Streets Principles.

Toward a Multimodal Downtown

Established through a community and stakeholder driven process, the Multimodal Master Plan aims to define policies, programs, and projects to improve overall mobility throughout the Downtown Hilo area and provide multimodal connections to high activity locations. Using Complete Streets concepts, the Plan provides for a variety of transportation options to accommodate varied modes of transportation.

Community Process

Stakeholder participation has been a very important component to the overall drafting of the plan. Through a series of community meetings and focus groups we sought to encourage stakeholder and community engagement throughout the process. Please see the "past news" page to learn more.

Hawaiʻi Island Vision Zero Action Plan

Introduction 

The Hawaiʻi Island Vision Zero Action Plan establishes a road map to eliminate traffic deaths on its streets. It represents a shift in transportation philosophy to prioritize the preservation of human life over the convenience of travelling quickly on streets across our island. While these changes won’t always be easy, we are guided by the determination to save lives and reduce injuries for all Hawaiʻi Island residents and families.

County Of Hawaiʻi Proclamation

WHEREAS, the life and health of Hawaiʻi County's residents are our utmost priority; and WHEREAS, Vision Zero is the concept that there is no acceptable number of traffic deaths and serious injuries on our roadways; and

WHEREAS, people walking and bicycling, who are often children or elderly, represent a disproportionate number of injuries and fatalities; and WHEREAS, the likelihood of pedestrians surviving a crash are 15% if hit by a vehicle moving 40 mph; and

WHEREAS, the County of Hawaiʻi continues to invest in Complete Streets and Safe Routes to Schools to encourage safe and active transportation in support of healthier communities; and

NOW, THEREFORE, I, HARRY KIM, Mayor of the County of Hawaiʻi, have the distinct honor of proclaiming that the County of Hawaiʻi adopts the goal of:

VISION ZERO: ELIMINATE TRAFFIC DEATHS ON HAWAIʻI ISLAND

BE IT FURTHER RESOLVED that a Vision Zero Safety Task Force will be formed to advise the Mayor’s Office and County Council on the development and implementation of a Vision Zero Safety Action Plan; and shall be comprised of agencies and organizations with expertise in transportation, enforcement, education, public health, emergency response, equity, transit, biking, walking, and vehicles.
