The planning area for the Puna Community Development Plan encompasses Council Districts 4 and 5, also including portions of Council District 3 and 6. This district is located in the center eastern portion of the Island of Hawai’i. The district is bordered by the Hilo District to the northwest and bordered by the Kaū District to the west. The ocean defines the region’s eastern and southern borders.
The Puna CDP must address each element of the County General Plan as the apply to the District of Puna. This includes a combination of land-use amendments, policies, budgetary items, public-private partnership building, and community-based implementation activities that are needed to accomplish many kinds of goals.

The Pāhoa Village Design Guidelines created specific architectural features and building design characteristics in the Pāhoa Village area. Resolutions 454 below describes the rationale behind its creation and Ordinance 2015-044 is the policy language that sets the design guidelines into the County Code.
Meetings
Action Committees meetings are supported by Long Range Planning staff.
Joint meetings include Action Committee members from every district and are intended to be a way to share experiences and community planning strategies island-wide.
Interested community members are encouraged to join any of our meetings, engage, and provide input.
Prior Action Committee Meetings have been recorded and are available to view through our YouTube channel.
