The planning area for the North Kohala Community Development Plan encompasses the North Kohala District. This district is located in the northwest portion of the Island of Hawai'i. The district is bordered by the South Kohala District to the south, and the Hāmākua District to the east. The ocean defines the region's north and west borders.
The North Kohala CDP must address each element of the County General Plan as the apply to the District of North Kohala. This includes a combination of land-use amendments, policies, budgetary items, public-private partnership building, and community-based implementation activities that are needed to accomplish many kinds of goals.
The North Kohala CDP is also available for viewing at either Planning Department office or at your local library!
The North Kohala community does not currently have a standing Action Committee. In the meantime, the community (including many previous Action Committee members) have opted to reorganize as a community-led North Kohala Advisory Group.
With our North Kohala CDP Mailing List, Planning staff work to assist the North Kohala community by sharing general news and events. Our mailing lists are designed to share information and events happening in the community, including news and initiatives regarding the Community Development Plan.

The County of Hawai'i Planning Department is seeking qualified applicants for the North Kohala CDP Action Committee. Action Committee members should be community-minded, reflect a wide variety of perspectives, and represent a broad spectrum of the community.
The Action Committee consists of nine volunteer residents from the North Kohala CDP planning area who serve as stewards of the community's plan through facilitating implementation and recommending plan updates as needed. Committee members are appointed by the Mayor and confirmed by the Hawai'i County Council.
Action Committee Members will be asked to:
- Guide and advocate implementation of the Community Development Plan
- Support & encourage partners to accomplish actions established in the plan
- Identify and encourage new potential partners for implementation
- Broaden community awareness and build partnerships
- Consider long-term and sustainable plans for local and island-wide application
- Provide timely recommendations to the Planning Department relating to the budget
- Receive briefings from the Planning Department on issues related to the CDP
- Receive briefings from County agencies on priority actions identified in the CDP
- Monitor progress and effectiveness, including the need for plan amendments
- Review and make recommendations on plan amendments
- Provide recommendations to the General Plan
The County requires that Action Committee Members:
- Reside in the CDP planning are; this must be your primary residence
- Be willing to commit to a term of up to four years
- Be willing to attend monthly Action Committee meetings
- Invest a minimum of 6-8 hours of work each month and in-between meetings (e.g., prepare comments and recommendations on draft proposals and amendments prior to these meetings, and speak to community groups and individuals)
- Attend training workshops about planning and related topics
- Help organize attend public meetings, workshops, etc.
- Agree to follow meeting ground rules and operating principles
- Agree to committee Duties and Responsibilities as established by the County
